On December 13, 2012, SNA’s Public Policy and Legislation Committee convened at National Harbor to draft the 2013 Legislative Issue Paper.  The issue paper has been reviewed and approved by the SNA Board of Directors.  This important document drives SNA’s legislative agenda for 2013 and its activities with the new 113th Congress.  Among the issues brought forth are:

• SNA supports the permanent elimination of weekly maximums on Grains and Meat/Meat Alternates served in the National School Lunch Program and the School Breakfast Program. 
• SNA urges a delay in the implementation of the School Breakfast Program modifications and the flexibility to substitute Meat/Meat Alternates for Grains in the School Breakfast Program.
• SNA asks Congress to amend Section 205 of HHFKA to apply only to those School Food Authorities that have a negative fund balance at the end of the previous school year.
• Congress should require USDA to establish a consistent, national policy on how to address the debt incurred by unpaid meal charges.
